According to The Population Council audit of December 31, 2016 (Note 2(l), Concentration of Support):

"During 2016 and 2015, approximately $30.1 million and $26.4 million, respectively, of the Council's grants were funded directly by the United States Agency for International Development (USAID)..."

"The three largest funding sources, being one U.S. government agency, one foreign agency and one private foundation constitute 61% of the Council's revenue in 2016..."
