*Why Not Ratable?

CharityWatch is unable to rate this organization due to how it is structured. This does not imply a negative or positive evaluation.

Some charities engage in significant financial transactions with a related organization outside of the U.S. for which sufficient audited financial information is either not available, is not presented in combined form, and/or is not based on U.S. reporting standards. CharityWatch's methodology is not designed to measure how efficiently one entity of a charity grants funds to its affiliates, partners, or related organization(s) outside of the U.S. In many of these cases, the charity is essentially functioning as a U.S. based fundraising arm. Therefore, when applicable, CharityWatch has calculated a Cost to Raise $100 fundraising ratio for such charities.

Please see the Analysts' Notes section for a more detailed explanation and for this organization's Cost to Raise $100, if applicable.

CharityWatch Analysts perform an in-depth analysis of charities' audited financial statements and IRS tax filings, and often review other documents such as state filings, annual reports, and fundraising contracts during their evaluations. Below are select notes that CharityWatch believes may be of interest to donors.

CharityWatch is unable to provide a complete rating of World Food Program USA (WFPUSA) due to how the organization is structured. WFPUSA raises funds from the public in the U.S. to support the United Nations World Food Programme (WFP).

According to the WFP website (wfp.org):

The World Food Programme is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. WFP is funded entirely by voluntary donations and works closely with its two Rome-based sister organizations, the Food and Agriculture Organization of the United Nations and the International Fund for Agricultural Development. WFP partners with more than 1,000 national and international non-governmental organizations (NGOs) to provide food assistance and tackle the underlying causes of hunger.

Since World Food Program USA largely functions as a fundraising arm for the World Food Programme, CharityWatch is able to provide a Cost to Raise $100 ratio for WFPUSA:

For the fiscal year ended 09/30/2019, World Food Program USA spent a reasonable $13 to raise each $100 in public support.

CharityWatch, however, is unable to provide a Program % for World Food Program USA. The majority of WFPUSA's program and total expenses are expended in the form of grants to the World Food Programme. According to its IRS Form 990 tax filing for the fiscal year ended 09/30/2019, WFPUSA reports program expenses of $15,389,102, of which $10,206,540 consists of grants to WFP. These grants to WFP represent about 66% of WFPUSA's program expenses and 53% of its total expenses in fiscal 2019.

CharityWatch's methodology is not designed to measure how efficiently one entity of a charity grants funds to one of its partner organizations. For this reason, we do not believe it is fair to publish a Program % for World Food Program USA alongside those of other charities that conduct their own programs and/or primarily make grants to other, independent charities.
