Large Asset Reserves

CharityWatch reduces the grade of any charity that has available assets equal to three to five years of operating expenses. Charities with "years of available assets" of more than five years receive an "F" grade regardless of other measurements. In CharityWatch's view, a reserve of less than three years is reasonable and does not affect a charity's grade. These reductions in grades are based solely on the charities' asset reserves as compared to budget. The CharityWatch definition of "years of available assets" includes funds currently available for the charity's use, including investments that the charity has set aside as a reserve but could choose to spend if it wanted to do so. According to the Catholic League for Religious and Civil Rights audit of December 31, 2022 (Note 13, Concentration of Credit Risk):

"...Marketable and nonmarketable investments subject the League to various levels of risk associated with economic, operating, and political events beyond management's control. Investments are made by diversified investment managers whose performance is monitored by the investment committee of the Board of Directors. 

Management's judgment as to the level of losses that currently exist or may develop in the future involves the consideration of current and anticipated conditions and their potential effects on the League's investments. Due to the level of risk associated with investments and the level of uncertainty related to changes in the value of investments, it is at least reasonably possible that changes in risks in the near future could materially impact the amounts reflected in the accompanying financial statements."

According to the Catholic League for Religious and Civil Rights audit of December 31, 2022 (Note 8, Paycheck Protection Program Loan):

"The League received funding under the Paycheck Protection Program (PPP) as part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), administered by the U.S. The League applied for forgiveness and on August 20, 2021, the SBA fully approved the Organization's application. The PPP grant of $203,100 is shown as revenue in the year ended December 31, 2021. Non-cash Loan forgiveness is reported as an adjustment to change in net assets in net cash provided (used) by operating activities in 2021."
