In connection with an Assurance of Discontinuance, dated July 24, 2017, involving the State of Minnesota and Foundation for American Veterans (FAV), FAV withdrew its Minnesota charitable solicitation registration and was permanently prohibited from soliciting any contributions in the state.

The Assurance did not settle, release, or resolve any claim by the Minnesota Attorney General against FAV or the FAV Principals also named in the Assurance. FAV and the FAV Principals neither admitted nor denied the allegations contained in the Assurance, which included: fundraising solicitation misconduct, and improper recognition, valuation and reporting related to its gifts-in-kind donation program. The Assurance states: "FAV enters into this Assurance in compromise of claims, there having been no finding and/or admission of any violation for any purpose."

-- A transaction in the amount of $19,200 for "Media Services" paid to Richard Fischer, Director;

-- A transaction in the amount of $18,915 for "Alcoholic Rehab Training" paid to Paul Jingozian, Director;

-- A transaction in the amount of $9,600 for "Office Rent" paid to Robert McDonald, Secretary/Treasurer; and

-- A transaction in the amount of $618,955 for "Clothing for Vets" paid to Melissa Boyd, Daughter of President.
According to the Foundation for American Veterans (FAV) 2016 tax filing (IRS Form 990, Schedule M), FAV received donated in-kind clothing and household goods in 2016 on which it placed a value of $3,089,560.
