CharityWatch's rating of Physicians Committee for Responsible Medicine (PCRM) also includes the financial activities of PCRM's wholly owned and controlled subsidiaries, The PCRM Foundation and PCRM Clinic d/b/a the Barnard Medical Center, the accounts of which are consolidated in the PCRM audited financial statements for the fiscal year ended July 31, 2020. All intercompany balances and transactions are eliminated in the audit consolidation. PCRM, The PCRM Foundation, and PCRM Clinic are each 501(c)(3) public charity organizations.

According to the Physicians Committee for Responsible Medicine (PCRM) consolidated audit of July 31, 2020 (Note 2 re: Donated Materials and Services), PCRM received in-kind donated materials & advertising in fiscal 2020 on which it placed a value of $297,808, and in-kind donated services on which it placed a value of $239,000.

Of the $297,808 in donated materials & advertising received, $272,888 consisted of "Google Ads," according to the PCRM fiscal 2020 tax filing (IRS Form 990, Schedule M).

According to the Physicians Committee for Responsible Medicine consolidated audit of July 31, 2020 (Note 9, Paycheck Protection Program Loans):

"On May 20, 2020, the Physicians Committee and BMC [Barnard Medical Center] each received loans under the Paycheck Protection Program ('PPP'). The PPP, established as part of the Coronavirus Aid Relief and Economic Security Act ('CARES Act'), provides for loans to qualifying businesses for amounts up to 2.5 times of the average monthly payroll expenses of the qualifying business. The loans and accrued interest are forgivable after twenty-four weeks as long as the borrower uses the loan proceeds for eligible purposes, including payroll, benefits, rent and utilities, and maintains its payroll levels. The amount of loan forgiveness will be reduced if the borrower terminates employees or reduces salaries during the twenty-four week period.

"The Physicians Committee received a PPP loan of $1,319,635 and BMC's PPP loan was for $185,000 for a total loan amount as of July 31, 2020 of $1,504,635. 

"...[T]he unforgiven portion of the PPP loans are payable over two years at an interest rate of 1%, with a deferral of payments for ten months after the end of the covered period. Under the CARES Act, the covered period is defined as the 24 week period from the date the loan proceeds are received. As of July 31, 2020, the application for loan forgiveness has not been submitted. If loan forgiveness is not obtained the loans are due to be repaid beginning in August of 2021 with monthly installments of $55,559 and $7,789 for the Physicians Committee and BMC, respectively."

"The Physicians Committee and BMC intend to use the [PPP loan] proceeds for purposes consistent with the CARES Act requirements. As of July 31, 2020, no determination has been made as to whether the loans will be forgiven in whole or in part. However, the Physicians Committee and BMC expect the use of the loan proceeds will meet the conditions to achieve full forgiveness under the CARES Act."
