Unable to Provide Salaries

CharityWatch is unable to provide a range of Top Three Salaries for this charity for the above fiscal reporting year because we lack complete salary data for the organization. Except for officers, directors, and trustees, the IRS does not require breakouts of salaries totaling less than $100,000.

For example, XYZ charity would be required to provide a breakout in its tax form of compensation to its president of $55,000, but would not be required to provide a breakout of $99,000 in compensation to its top medical researcher if that person is not also an officer, director, or trustee of the organization.

This charity reports that compensation to its officers, directors, and trustees is under $100,000 per individual. Donors who would like to view limited salary data for this organization should refer to its tax form, which may be available on the charity's web site or from a number of third-party sources. See CharityWatch's Links page for information on obtaining copies of charity tax forms.

CharityWatch Analysts perform an in-depth analysis of charities' audited financial statements and IRS tax filings, and often review other documents such as state filings, annual reports, and fundraising contracts during their evaluations. Below are select notes that CharityWatch believes may be of interest to donors.

CharityWatch is unable to provide a rating for Horse Rescue of America at this time due to its small size, which we explain more in a subsequent Analysts' Note, below.

However, though we are not able to rate the organization at this time, CharityWatch has concerns about the charity's financial reporting and operations. Please read CharityWatch Investigates: Millions in Missing Donations and a $6.7 Million Legal Judgment Against Large Animal Sanctuary.

CharityWatch is unable to provide a letter grade rating for Horse Rescue of America based on its fiscal year 2023 financial activities.

For the fiscal year ended June 30, 2023, Horse Rescue of America reports that it raised $460,948 in total revenue, all of which consisted of contributions, and incurred total expenses of $452,001, according to its 2023 IRS Form 990 tax filing.

D.E.L.T.A. Rescue, a related organization of Horse Rescue of America, reported a "Gift, grant, or capital contribution to related organization(s)" in the amount of $491,963 to Horse Rescue of America in the fiscal year ended December 31, 2023 (D.E.L.T.A. Rescue IRS tax Form 990, Schedule R, Part V, Transactions with Related Organizations).

According to the Horse Rescue of America 2023 tax filing, Horse Rescue of America answered "No" to the questions asking if its fiscal 2023 financial statements were "audited by an independent accountant" (IRS Form 990, Part XII, lines 2a & 2b).

According to the Horse Rescue of America (HRA) 2023 tax filing, the "...Organization's Form 990 and financial statements are also made available on request and are also posted on organization's website" (IRS Form 990, Schedule O re: Form 990, Part VI, Section C, Lines 18 & 19).

HRA does not report on its fiscal 2023 IRS tax Form 990 that it has a website (IRS Form 990, Return of Organization Exempt from Income Tax, Line J). The line on the tax filing designated for a charity to report its website address is completed by the charity with the letters "N/A" or, not applicable.
