Below are select notes that CharityWatch believes may be of interest to donors.

CharityWatch is unable to issue a letter grade rating to Jewish War Veterans of the USA & Foundation at this time due to our inability to obtain a copy of its consolidated audited financial statements either directly from the charity or from public sourcesCharityWatch analyzes these documents as part of our evaluation process so that we can report on a charity's financial efficiency, salaries, and governance practices. 

When audits and tax forms are not publicly available, CharityWatch periodically requests these financial documents directly from charities. When a charity declines to provide the requested documents, CharityWatch is unable to rate the charity until such a time as it provides the documents, or we are able to obtain complete documents from a third party.

Per the Jewish War Veterans of the USA (JWV) IRS Form 990, Part XII, line 2b, JWV responded "Yes" to the question: "Were the organization's financial statements audited by an independent accountant?" Despite reaching out to JWV by mail and email on May 22, 2024, and again by email on September 19, 2024 and September 26, 2024, CharityWatch has not received a response as of the date of this note, October 9, 2024. 

CharityWatch is able to report salaries and governance information for JWV based on its fiscal 2023 tax filings. However, because a charity's tax filings are not audited or subjected to Generally Accepted Auditing Standards (GAAS) and are not required to be presented according to Generally Accepted Accounting Principles (GAAP) in the United States, CharityWatch cannot rely on the tax form reporting alone to perform a meaningful evaluation of the organization. In particular, because this organization reports having a consolidated audit that includes at least two distinct legal entities, there may exist related party transactions between the two organizations that would be eliminated in the consolidated audit but not in the tax Forms 990. For these reasons we have issued the organization a "?" rating. 

In fiscal 2023, JWV reported providing a loan to the Foundation in the amount of $157,740 (IRS Form 990, Schedule R, Part V, Transactions with Related Organizations).
