Joint Costs

Planned Parenthood Federation of America's rating was adjusted for Joint Costs. Program % Cost to Raise $100
80% $12
Accounting rules allow charities to report some telemarketing, direct mail, and other solicitation costs as Program expenses. CharityWatch believes that most donors do not consider a charity's solicitation activities to be the Programs they are intending to support with their donations. We therefore adjust such expenses out of a charity's reported Program expense and add it to Fundraising expense prior to calculating its rating.

CharityWatch Analysts perform an in-depth analysis of charities' audited financial statements and IRS tax filings, and often review other documents such as state filings, annual reports, and fundraising contracts during their evaluations. Below are select notes that CharityWatch believes may be of interest to donors.
CharityWatch's rating of Planned Parenthood Federation of America (PPFA) is for the 501(c)(3) public charity entity (tax ID #13-1644147).

The rating does not include PPFA's related 501(c)(4) tax-exempt, social welfare organization, Planned Parenthood Action Fund, Inc. (tax ID #13-3539048), which is rated separately by CharityWatch. The rating also does not include the financial activities of Planned Parenthood Global, Inc. (tax ID #47-5312115), the international arm of Planned Parenthood Federation of America.

According to the PPFA consolidated audit of June 30, 2017 (Note 1, Organizational Structure):

"The [Planned Parenthood] Action Fund was incorporated in 1989 to encourage and protect informed individual choice regarding reproductive healthcare, to advocate public policies, which guarantee the right, as well as full and nondiscriminatory access, to such care, and to foster and preserve a social and political climate favorable to the exercise of reproductive choice.

"On September 30, 2015, Planned Parenthood Global, Inc. (PP Global) was incorporated to consolidate oversight and management of PPFA's international programs and to further its mission to support efforts to ensure that women, men, and young people in some of the worlds's most neglected areas have access to reproductive and sexual healthcare. PP Global operations commenced in July 2016."

According to the PPFA tax filing for the fiscal year-ended June 30, 2017 (IRS Form 990, Schedules I & R), PPFA made grants in the amounts of $1,200,000 and $32,721,503 to Planned Parenthood Action Fund and Planned Parenthood Global, respectively, in fiscal 2017.

CharityWatch issues separate ratings for 501(c)(3) and 501(c)(4) organizations, even when they are included together in a consolidated audit, due to their different tax treatment by the IRS. According to the Planned Parenthood Federation of America (PPFA) tax filing for the fiscal year-ended June 30, 2017, PPFA reports re: Compensation, Supplemental Information (IRS Form 990, Schedule J, Part III):

"Deborah Nucatola's employment as Sr. Director of Clinical Services ended on 12/16/16 and during calendar year 2016 she received a severance payment of $93,000."
