Analysts' Notes
CharityWatch has issued Resources for the Future (RFF) a "?" rating for its fiscal year ended 9/30/2022 due to our specific concerns related to aspects of the charity's financial reporting. Specifically: CharityWatch analyzed the fiscal 2022 tax Form 990 and audited financial statements of RFF and contacted the organization via email in January and February 2024, with questions about its financial reporting. As of April 30, 2024, the charity has not responded. As a result, CharityWatch is unable to conduct a meaningful evaluation of RFF to determine its program and fundraising efficiency and assign it a letter grade rating. In a January 2nd, 2024 email to the Director of Finance and Accounting, Jessica Roper, we asked the charity to provide some clarification about expense allocation differences between the audited financial statements and tax form 990. Specifically, we asked for an explanation of the 990 allocating $1,448,152 more to Program Expenses and $1,397,208 and $50,943 less to Management & General Expenses and Fundraising Expenses, respectively. While RFF may have reasonable justification for differences in line item reporting between its Form 990 and audit, it did not provide one to CharityWatch when asked. CharityWatch analyzes allocation differences between the 990 and audited financial statements to determine an accurate letter grade rating for our donors. In the absence of such information, we are unable to confidently compute a rating for RFF. Should RFF provide information to CharityWatch at a future date that will allow us to complete a meaningful evaluation of its financial activities for fiscal 2022 or a future year, we may update the charity's rating at that time. |
