*Why Not Ratable?

CharityWatch is unable to rate this organization due to how it is structured. This does not imply a negative or positive evaluation.

Some charities engage in significant financial transactions with a related organization outside of the U.S. for which sufficient audited financial information is either not available, is not presented in combined form, and/or is not based on U.S. reporting standards. CharityWatch's methodology is not designed to measure how efficiently one entity of a charity grants funds to its affiliates, partners, or related organization(s) outside of the U.S. In many of these cases, the charity is essentially functioning as a U.S. based fundraising arm. Therefore, when applicable, CharityWatch has calculated a Cost to Raise $100 fundraising ratio for such charities.

Please see the Analysts' Notes section for a more detailed explanation and for this organization's Cost to Raise $100, if applicable.

Governance & Transparency

CharityWatch evaluates certain criteria related to a charity's Governance and Transparency. Donors may want to consider a charity's willingness to be open and transparent with CharityWatch to be a good litmus test for determining its commitment to public accountability.

See Analysts' Notes for explanation.

CharityWatch Analysts perform an in-depth analysis of charities' audited financial statements and IRS tax filings, and often review other documents such as state filings, annual reports, and fundraising contracts during their evaluations. Below are select notes that CharityWatch believes may be of interest to donors.

CharityWatch is unable to provide a letter-grade rating of Sisters of Mary Boystowns and Girlstowns, Inc. (SMBG) (also known as Asian Relief, dba World Villages for Children) due to how the organization is structured. SMBG primarily acts as a fundraising arm for its related organization, Sisters of Mary.

Furthermore, CharityWatch is unable to provide a Program % for SMBG. According to the Statement of Functional Expenses within the SMBG audited financial statements for the year ended December 31, 2022, SMBG reports $8,719,234 of "Grants to Sisters of Mary." This represents 88.4% of SMBG's reported Program Expenses, and 80.2% of its reported Total Expenses.

CharityWatch's methodology is not designed to measure how efficiently one entity of a charity grants funds to one of its related or partner organizations. For this reason, we do not believe it is fair to publish a Program % for SMBG alongside those of other charities that conduct their own programs and/or primarily make grants to other, independent charities.

Additionally, according to the SMBG audited financial statements of December 31, 2022 (Note 1, Organization and Summary of Significant Accounting Policies, Organization):

"Sisters of Mary Boystowns and Girlstowns, Inc. (the Organization), is a charitable organization, founded in 1961 by Monsignor Aloysius Schwartz, which provides financial support for the charitable programs of the Sisters of Mary in Korea, the Philippines, Mexico, Guatemala, Brazil, Tanzania, and Honduras.

These programs include sixteen Boystowns and Girlstowns, which provide more than 20,000 poor and orphaned children with food, clothing, shelter, and education..."

In addition, CharityWatch is unable to provide a Cost to Raise $100 fundraising ratio for SMBG due to lacking the financial information we would need in order to complete a meaningful evaluation of the organization. SMBG is not required to file an IRS tax Form 990 with the IRS or to make such a document available for public inspection because it is considered a church that is exempt from such filing requirements.

If in future fiscal years SMBG's status as a fundraising arm changes and the charity is willing to provide financial documents and answer CharityWatch's questions about its financial reporting at that time, we may be able to rate the organization in a future fiscal year.

CharityWatch's most recent rating of SMBG (also known as Asian Relief / World Villages for Children) was a "C" on our "A+" to "F" rating scale based on its fiscal year ended December 31, 2019 IRS Form 990 and audited financial statements.
