According to the Association for Firefighters and Paramedics audit of December 31, 2013 (Note 1, Funding):

"... Funds are also raised by various fund raising organizations nationwide. The Organization signs contracts with various entities for funds collecting activity. The terms of these contracts range from one year to 2 years [sic] periods. Under the contracts, the Organization is required to pay on average 90% of the funds collected, to the fund collecting entities as their service fees."
