According to the Project on Government Oversight (POGO) audit December 31, 2017 (Note 11, The Constitution Project):

"The Constitution Project (TCP) determined in 2017 that it could more effectively achieve its mission by folding into another independent organization. TCP approached POGO, and POGO's Board voted to take TCP's staff, activities, assets and liabilities. An agreement was entered into on October 31, 2017 to this effect.

"TCP's Board voted to dissolve on December 31, 2017 and folded into POGO, resulting in revenue and transfer of net assets to POGO of $457,283 and $114,318, respectively. POGO now houses TCP and continues to work on promoting bipartisan consensus on constitutional rights and values."
According to the Project on Government Oversight (POGO) 2017 tax filing, POGO reports re: Business Transactions Involving Interested Persons, a transaction in the amount of $82,000 to Pamela Rutter (IRS Form 990, Schedule L, Part IV). The transaction is described as follows:

"Pamela Rutter has been an employee of POGO for 18 years and her spouse, Keith Rutter, is the COO of POGO" (IRS Form 990, Schedule L, Part V).


POGO reports Keith Rutter as "Secretary/Chief Operating Officer," receiving total compensation of $155,689 in 2017 (IRS Form 990, Part VII).
