Below are select notes that CharityWatch believes may be of interest to donors.

CharityWatch's rating of International Rescue Committee (IRC) also includes the financial activities of IRC's subsidiary entities in Greece, Germany, and Sweden, which are consolidated in IRC's audited financial statements for the fiscal year-ended September 30, 2020.

According to the IRC consolidated audit of September 30, 2020 (Note 1(a), Organization):

"IRC operates via an incorporated civil not-for-profit company according to article 741 Civil Code of Greece under the name of IRC Hellas. IRC owns 99% of IRC Hellas. IRC also operates through a separate incorporated and registered not-for-profit company in Germany as IRC Deutschland gGmbh, where IRC is the 100% shareholder of this entity under German law. In 2019, IRC incorporated a subsidiary office in Sweden for the purpose of private fund-raising, which IRC owns 100%."

CharityWatch's rating of IRC does not include the financial activities of its two separately incorporated and non-consolidated foreign affiliates, International Rescue Committee, U.K. (IRC-UK) and International Rescue Committee, Belgium ASBL.

According to the International Rescue Committee (IRC) audited Consolidated Statement of Activities for the year ended September 30, 2020, IRC received contributions of in-kind goods and services on which it placed a total value of approximately $9,010,000.

According to the International Rescue Committee (IRC) consolidated audit of September 30, 2020 (Note 8, Significant Funders and Concentrations of Credit Risk) [$s in thousands, as noted]:

"During the year ended September 30, 2020, 11% and 21%...of revenues from grants and contracts were received from the U.S. Department of State – Bureau of Population, Refugees, and Migration and the U.S. Agency for International Development, including the Office of Foreign Disaster Assistance, respectively. The operation of IRC's programs at present levels is dependent upon continued funding from these organizations and from United Nations and European agencies.

"During the year ended September 30, 2020, approximately 65% of the $41,143 [thousand] revenues from foundation and private donors comprised grants from seven donors..."

According to the International Rescue Committee (IRC) consolidated audit of September 30, 2020 (Note 15, Subsequent Events):

"In connection with the preparation of the [audited] consolidated financial statements, IRC evaluated subsequent events from September 30, 2020 through February 16, 2021, which was the date the consolidated financial statements were approved for issuance...

"The spread of coronavirus (COVID-19) continues to cause significant volatility in the U.S. and international markets. There is significant uncertainty around the breadth and duration of business disruptions related to COVID-19, as well as its impact on the U.S. and international economies, and as such, IRC is unable to determine if it will have a material impact on its operations in fiscal 2021."

According to the International Rescue Committee (IRC) tax filing for the fiscal year ended September 30, 2020, IRC reports re: Compensation, Supplemental Information (IRS Form 990, Schedule J, Part III):

Regarding nonfixed payments to officers, directors, trustees, key employees and highest compensated employees (Schedule J, Part I, Line 7):

"During the reporting period a Bonus of [$]50,000 [was] paid to David Miliband. The compensation committee of the board of directors approved the bonus. This amount is reported in Schedule J, Part II, Column B(ii) ['Bonus & incentive compensation'.]

"During the reporting period a Bonus of [$]50,000 [was] paid to Martin Bratt. This amount is reported in Schedule J, Part II, Column B(ii) ['Bonus & incentive compensation'.]"


IRC reports David Miliband as CEO/President, with total compensation of $1,073,125 in calendar year 2019, and Martin Bratt as Chief Strategy Officer (from 02/01/2019), with total compensation of $340,782 in calendar year 2019 (IRS Form 990, Schedule J, Part II).
