CharityWatch's rating of Planned Parenthood Action Fund (the Action Fund) is for the 501(c)(4) tax-exempt, social welfare organization (tax ID #13-3539048). The rating does not include the Action Fund's related 501(c)(3) public charity entity, Planned Parenthood Federation of America (PPFA) (tax ID #13-1644147), which is rated separately by CharityWatch. The Action Fund's rating also does not include Planned Parenthood Action Fund, Inc. Political Action Committee (PAC), Planned Parenthood Votes (PP Votes), or Community Outreach Group, LLC (COG), which are separate legal entities. According to the Planned Parenthood Action Fund consolidated audit of June 30, 2023 (Note 1 re: Organization):
"...The PAC and PP Votes are political organizations as that term is defined in Section 527 of the U.S. Internal Revenue Code... COG is a not-for-profit, taxable entity that undertakes community-based organizing, advocacy, and canvassing activities under services agreements with the Organization [the Action Fund], PP Votes, PPFA, as well as the entities that are members of PPFA and their respective ancillary organizations..." CharityWatch separates the ratings for 501(c)(4) & 501(c)(3) organizations, even when they are included together in a consolidated audit, due to their differing treatments under the IRS tax code.
